How HMRC decides
HMRC looks at your qualifying income on a particular tax return, two years before each start date:

The checker assumes your income is about the same each year. If it has changed a lot, check the figure on each of those returns.
What counts as qualifying income
Your self-employment sales plus your rent, before any expenses. If you own property jointly, only your share of the rent counts. Wages from a job, pensions, savings interest, dividends and partnership profits don't count.
Some people are exempt, including anyone who can't use digital devices because of their age, health or disability. Our guide Does Making Tax Digital apply to me? has the full rules and exemptions.
